Strategic Plan
Where Are We Going?: Our Strategic Plan
In 2009, the Independent Living Centre of Waterloo Region underwent an extensive STRATEGIC PLANNING PROCESS to determine the agency’s priorities and help to navigate its place in the community.
By holding focus groups with consumers of our services, staff members, community partners and Board members, ILCWR derived a comprehensive plan focused on four major areas of effort:
- Human Resources
- Communications
- Program Development
- Organizational Development
With these four areas of focus in mind, 29 goals were developed to help ILCWR move toward its vision for this community - together, freedom through access and choice.

How Are We Getting There?: Our Balanced Scorecard
To measure our strides toward the goals outlined in the Strategic Plan, the Independent Living Centre of Waterloo Region has introduced a Balanced Scorecard. This document monitors the organization’s implementation of the Strategic Plan by examining measurable outcomes from five perspectives:
- Consumer Perspective
- High Quality Services
- Organizational Capacity
- Financial/Fiscal Health
- System Perspective
The outcomes are colour-coded to give our stakeholders an easy view of how well ILCWR is achieving its objectives. The document is updated quarterly to identify areas where effort is needed most. To view the most recent Balanced Scorecard evaluations, download them in PDF format by clicking below.
